Quebec program has broader consideration for people having managerial experience in a government, governmental organization or multinational concern. As such, the Quebec Immigrant Investor Program may be suitable to individuals with diversified backgrounds, as the Federal isn’t. Quebec will also consider wider range of management duties such as HR, financial and material resources, whereas the Federal program only focuses on mamagement of people.

Re-opening of the Quebec Investor Program from 1st August 2013

Following the attendance of an important meeting by financial intermediaries with the Quebec Immigration Authorities in Montreal on June 12, 2013, we have learnt that the Quebec Investor Program will re-open from August 1st, 2013. It is reassuring to learn that the investment and net worth amount will remain the same, i.e. $CA800,000 and $CA1.6 million respectively)

However, there are chances of application fee being increased to $CA10,000. We have been advised that the Minister will have the right to limit the number of files from any given country and cease accepting files at any given time. We anticipate that the Quebec immigration department will accept around 2,000 files in total.

Criteria in a Nutshell - Do you qualify as an investor?

You must:

* have a minimum net worth of C$1,600,000
* have 2 years of management experience
* make a mandatory investment of C$800,000 
          * with the option of financing of up to C$620,000
          * of 5 years
          * that is government-guaranteed
          * with 0% interest

We understand that the Quebec immigration department is in communication with the Federal Immigration authorities regarding changes to the Program, notably with respect to the investment and net-worth amounts. It seems that both governments are discussing an investment amount of $CA2 million. Public Notice: Clients of Unauthorized Agents

It has come to our attention that unfortunately few of the unauthorized immigration ghost agents in Pakistan are misguiding and misdirecting individuals who were, in past, dealing with another deceased unauthorized immigration agent (their partners/ex-employers) to our firm to create confusion and to fulfil their malign intent out of professional jealousy and rivalry. We wish to advise that Amir Ismail & Associates (AIA) is an independent legal entity with its partners, associates and principals properly authorized by the Law Society of Upper Canada (LSUC), Immigration Consultants of Canada Regulatory Council (ICCRC) and Canadian Association of Professional Immigration Consultants (CAPIC) that has no links, connections, business dealings/agency relationship with any unauthorized and unlicensed ghost agents, deceased or alive.

Being licensed immigration practitioners recognized by the Government of Canada we are not obliged to deal with any individual who deals or has dealt with an unauthorized agent in past, deceased or alive, and who has not signed our retainer agreement and the "Use of Representative Form" prescribed by the Government of Canada. However, any person who is interested in availing our services as Members in good standing of the Immigration Consultants of Canada Regulatory Council (ICCRC) and Canadian Association of Professional Immigration Consultants (CAPIC) is welcome to do so by formally retaining our services by signing our Retainer Agreement as per the rules of the ICCRC and the official Use of Representative Form of the Citizenship and Immigration Canada (CIC). Once we are formally retained, we would be pleased to represent their applications with the responsibility of maintaining their confidentiality as per the Professional Rules of Conduct that we are obliged to follow as Canadian citizens and Member of the ICCRC.

Any individual who hires or has hired the services of an unauthorized agent against fee in past do not in fact meet the definition of a "client" and the unauthorized agent would not be identified as "consultant" as per the Immigration and Refugee Protection Act of Canada (IRPA) and its Regulations (IRPR). While we are in the process of deciding the most appropriate course of action with the assistance of local and Canadian authorities to preclude such notorious elements from creating any further confusion so that they cease, refrain and abstain from misguiding consumers of immigration consulting services, we will, in the meantime, appreciate if you report to us any coercion by any unlicensed ghost agent against our firm to protect you from any damages and liabilities. You are also encouraged to contact us to learn about the procedure incidental to submitting a complaint in this regard to the relevant local and Canadian departments.

With this notification, Amir Ismail & Associates has absolved itself from any and all liabilities resulting from dealing with any unauthorized agent, deceased or alive.

BREAKING NEWS: Canada' Federal Skilled Worker will restart from May 4, 2013

The much awaited announcement is here. The new faster and more flexible selection system for the Federal Skilled Worker will re-open for applications on May 4, 2013 with significant improvements to the Federal Skill Worker Program points grid.

The final changes to the FSWP selection criteria will include the requirement of having minimum official language skills, increased emphasis on younger immigrants, introduction of the Educational Credential Assessment (ECA) and introduction of additional adaptability points for spousal language skills and Canadian work experience.


The Canadian Government is also in process of developing and implementing an Expression of Interest (EOI) model, which will provide employers with access to a pool of skilled workers.

TWO NEW STEPS INTRODUCED:

As indicated above, there are two new steps introduced in processing.

  1. Demonstration of meeting the minimum language threshold at level 7 of the Canadian Language Benchmark assessment system
  2. Assessment of education credentials assessed prior to arriving in Canada. Canadian Government will be making an announcement regarding the organizations they intend to designated early in the New Year. 

It is expected that that the Government will accept a fixed number of applications each year. In view of the above-noted additional steps and the likelihood of imposition of fixed CAP on the number of applications to be accepted each year, it would be prudent to start taking steps to prepare your application right away. The processing, as advised by the Government is going to be reduced to few month. But given the high competition and popularity of the program, it would be necessary to submit the application as soon as the program commences.

A number of our clients have been waiting patiently for the restart of the Skilled Worker Program. A number of those are in fact ready to submit since last year. their applications in 2011. With today's announcement they have been given the opportunity to prepare their applications in advance which would ensure that the application is submitted before the quota is exhausted for the year 2013. We strongly suggest that those who are determined about immigrating to Canada as skilled workers to take the proactive route and start preparing their applications as soon as possible to be put in the processing queue and to enjoy the fastest processing ever as claimed by the Canadian government.
